Is it possible to add works in a Microsof Office Picture Manager

I want to write some words in my picture of a road project in Microsoft office
picture manager. I want to know how I can do it?

There is no way that I can find to add text to pictures when editing using
MS Picture Manager. You will need to use another image editor to add text to
your images.
