You could look for a Student License version of Office 2003 SBE or
Office 2003 Professional. That is the type where you don't get any
software in the box; you have to fill out the forms and send it back
before Microsoft will release software to you. Do NOT get the Student
Teacher Edition - where the software IS in the box - as it is a
stripped-down version of the Standard edition, and so does not include
Publisher.
Read through the EULA for your copy of Office 2003. If it is not an OEM
copy (preinstalled on the desktop), this won't apply to you, but
otherwise you may be licensed to install Office on both machines,
provided the laptop is used exclusively by you and is not used
concurrently with the desktop.
Alternatively, you could buy Publisher as a standalone product, although
I'm not sure if that is available at a student discount.
