Is there a way to dynamically include another file?

Is there a way in Word to dynamically pull in another file so that when
changes to the 2nd file are made, they automatically show up in the first the
next time the file is opened?

Yes, with an IncludeText field. Insert > File (as link)

However, you'll have to either click on the included material and press F9
to update the field or have some other means of updating upon opening. You
can check the option to update fields on printing to do that.
