Japanese Configuration errors after applying MUI Packs

Prior to applying the MUI packs I receive no errors and
everything works fine.

After applying the MUI Packs to Project Server and Pro I
receieve the error:

The following file(s) have been blocked by the
administrator: /projectserver/isapi/pjdbcomm.dll

This happens when I am logged in as the administrator as
well as when I use an account with administrative
privlages.

Enviroment:
Windows 2003 Server with Japanese MUI Pack
Japanese SharePoint Server
Project Server 2003 with Japanese MUI Pack
Project Pro 2003 with Japanese MUI Pack
SQL Server 2000 and Analysis Server SP3a Japanese Collation
