I don't think so.

Murray is correct in his thought. Response.Redirect adds a header to the
response, which contains the URL to redirect to. The URL can have a query
string, but you can't modify window properties with a query string. You can,
however, as Murray pointed out, add JavaScript to the HTML that changes the
window.

What window properties can you change? (Toolbar, menubar, explorer bar,
status bar, etc..)

Where would one learn how to do this?

You could read a basic book on JavaScript or simply use a tool such as
Jimco's Spawn to create popups for you.
