Jet Database Engine

I have a mde file. I can not open / Export / Import data
from the mde file. I am getting error message "The
Micorsoft Jet Database Engine stopped the process you and
another user are attempting to change the same data at the
same time. (Error 3197).

Can you please give me a soultion.
