how do I save a document as a jpg with 300dpi in publisher?
When I save as a jpg it only has 150dpi

Look for the Resolution options and the Change button above or below the
filename text box.

Note that I strongly advise AGAINST saving your Publisher file as a JPEG
image. If you explain what you need to save as a JPEG for, we can
probably suggest a more suitable alternative.

Would that be PNG ?

The most disagreable and not well documented feature of Pub 97, is how
a publication changes format with which printer is being used.
The work-around is using PDFs or a virtual printer that produces JPGs
or PNGs. Unfortunately, settings can prove to be a bear of a problem
to endure quality of output.
