Junk Email filter reverts to default settings

Hi
New settings in the filter do not hold instead they revert back to the
deafult settings. For example, when I opt for a High level of filtering it
will return to default Low the next time I check.
Also "Blocking" does'nt seem to work either. I have listed the domains, etc.
in the Block List but they disappear from the list. However, the junk mail is
detected as such and automatically moved to the junk folder. But it is
annoying to see the junk mail still make it thro the filter Block.
Please advise what to do it's getting on my nerves.
