Junk mail filters and Rules

How do you alter the order to which junk mail filters and rules work. It
seems that rules work before junk mail filters so when I have a rule that
moves a message to another folder, based on say the "To/Address" field. These
moved messages then dont have the junk mail filters applied to them.

Depends on the version of Outlook. For Outlook 2003 SP1 and later, the junk
mail filter runs first because so many people complained to Microsoft that
they were getting junk mail in their folders because their rules would move
them there before the junk filter had a chance to weed them out. Outlook
2003 with no service packs had the rules run first. Outlook 2002 and
earlier had no effective junk mail filters, but that they had ran after the
rules as well.
