In word 2000 premium, I would like to be able to format
text that has been copied into a document based on a
custom template. I would like the text to take the
format of the custom template. And, I would like to do
this by using a keyboard shortcut such as Ctrl-X.

How about creating a new document based on the custom template?

Look into Edit > Paste special > Unformatted text

Word 2000 doesn't really have any way to control what
formatting is applied when pasting; this wasn't added until
Word 2002.

You're pretty much limited to selecting what has been
pasted, removing direct formatting (Ctrl+Q, Ctrl+Spacebar)
then applying a style.
