Lag time has unexpected length

Using Project 2003, I need to have a task called Certificate of
Acceptance to come 30 days after Commence System Acceptance Testing.

When I set a 30d value in the Predecessors tab of the Commence System
Acceptance Testing task, the Gantt chart shows the task finishing many
weeks later.

Why is this happening?

30 days at 5 days a week (the default for project) is 6 weeks. How many
weeks are you seeing?

The lag you are using is 30 working days. Try using 30ed (for elapsed days)
as the lag.
