Language Bar Won't Display Correctly

I have tried everything I know to get the language bar to include "Dictation"
and "Voice Commands," including, of course, the guidelines on the Help menu.

Any ideas out there?

Does "tried everything" include explicitly installing and
configuring speech recognition in Word 2003 as described in
