Launching PPT in a Browser Window

I am using a web based learning management system. I
have a ppt file available as a download. For some reason
the right click is not working, but we are looking into
that.

When a student clicks on the link to the PPT file, it
launches in a new browser window. Normally, the user can
then go to File Save As and save the PPT file to their
computer for future use; however this person only has
Save As HTML available, not PPT. Any ideas why?

Another problem is a user who clicks the file name and
the browser loads the file as a full screen PPT show so
he cannot do a File Save as because it is full screen.
He can only hit Escape to close it.

Any ideas about how to make it so these users can
download these files to their computer? I do not have
the option to make these files available any other way,
so I need to solve these exact problems.

By the way, it all works fine on my computer and I have
verified that the users do have PPT installed etc.
