I am creating an 8 page booklet (front and back printing) that will be laid
out in 8.5x11 but printed on 11x17 paper. I cannot seem to get the page
configuration right. I managed to get the front and back cover correct,
however, my inside pages are wrong. What is the correct configuration???
Somebody please help!

Which version of Publisher?

Just wondering...if the final print will be 11x17...
why not use that size for your project?

I am using Pub 2003 and the way the booklet is being created is so 2 8.5x11
pages will print on one 11x17 sheet. The total sheets will be 3 front and
back and the booklet itself will contain 12 8.5x11 sheets. The front and back
cover (one one sheet) was easy enough to do. It is the configuration for the
inside pages that has me baffled. Because they print front and back I cannot
get the pages in the order that I want them. Thanks for your response!

Try the following steps...

File / Page Setup / Booklet / Width 8.5 / Height 11 / Landscape.
