Legend Tab is Greyed out

My legend suddenly stopped appearing at the bottom of my printouts.
Under Page Setup, my Legend Tab is no longer black but grey,
unavailable.

The most significant thing I did recently was renumber my WBS numbers.
Any thoughts on how to turn this tab from grey back to black? Thanks.
