Select your text, go to Format - borders and shading - shading tab - at the
bottom of the dialog in the patterns section click on the listarrow in the
style list and choose the second item (solid or something to that effect).

To add to what Luc has said, if your font color is set to Automatic, then
when you select "dark" shading (black or any dark color), the font will
reverse to white, so it is not necessary to explicitly format it as white.
You can apply the shading to a paragraph or a table cell to get the desired
effect.
