Licensing issue

My company is composed of several mergers and acquisitions.

As a result, I am unclear as to what our licensing situation is.

What I do know is that everyone is on Office 2000, and I would like to
upgrade to Office 2003.

If I buy "upgrade" versions, do I run the risk of not being able to use them
because some of the versions are "unlicensed" ? Is there any validation
beyond having the original product installed ?

No. As long as you have a version installed, you are eligible for the upgrade.
Be aware that you cannot install the old versions onto other computers.
