Do you have a template you have created for multiple projects and a seperate
project with the resources you want to use in the template? If so you'll have
to cut & paste from one project to the template or type them in. You can
click on the "Resource Name" header column, copy & paste to the template.
After some quick experimentation, it appears as though files based on a
template do not retain the Resource sharing link originally created in the
template.
Based on that, I suggest that you train the users how to connect a project
file based on the template to the pool file through:
Tools > Resource Sharing>Share Resources
This is why we use templates that are really a project file ".mpp" and I
save as after modifiying the applicable "template", which is really a project
plan and not a project template file. Then you can successfully link a
resource pool to them.
The only potential problem with doing a Save As to a file connected to the
resource pool is this can be a quick way to corrupt the resource pool. Too
frequently users forget to disconnect one of the files from the pool after
the Save As and end up with both files (the original and the Save As copy)
still connected to the pool.
Just my experience.
