linking tables

I am using access 2000 on a windows XP machine. When I
try to link tables or install add-ins I get a message
that Microsoft Access Can't Find the Wizard. I have
already tried the fix in Knowledge base Article 28830
twice, but it does not help. The office 2000 progam has
all the latest updates installed according to microsoft.
Anyone have any other ideas of how to fix this? Kathy
