Links to web sites from Outlook 2003 / Vista

I have Outlook 2003 running on a computer with Vista. When I click on links
to web sites that appear in messages, I get the following error message:
"This operation has been canceled due to restrictions in effect on this
computer. Please contact your system administrator." I never had this
problem with Outlook 2003 and Windows XP. Any suggestions?

This is usually due to a problem with the web browser, see the following:
