What you are looking for is a Form Field. Open your "Forms" toolbar.
Insert your cursor into the cell where you want the drop down list, an
click the drop down form field button on the toolbar. Then double clic
the field that was inserted and input your choices into the dialogu
box. When you "lock" the form, the drop down list will be activated
