loading windows language settings

Windows 98. Every time the pc boots up, when you get to the desktop, it's
prompting for what language I want. English is already selected so I can
either click on OK or cancel and it's fine, yet I get the prompt every time
windows loads. Can't find an answer in help. Thanks.
