Locking text and images within an area of a slide

Hello,

I'm working on a new template that has a thick bar across the top and a
graphic along the bottom, and what would be ideal for our group is to be
able to "lock" the text boxes and images to stay within the top and bottom
borders of the background. Some of our colleagues will place large images
on a slide, and stretch the photos across the entire screen, eliminating the
background. We would really like to prevent this from happening in future
presentations, hence the request to
lock in text or images.

Also, is there any way to restrict colors on the font and line palette so
that only a designated group of colors will be available for use with this
template?
