Locking Toolbar

In Word, I'm constantly moving around my toolbars because they never seem to
lock into place. I set them up just the way I want them, but the next time I
enter Word (on the same machine), the toolbars are arranged differently. Even
some of the sub-menus (like creating a PDF) are missing.

Is there a way to fix toolbars in place and have them stay that way?
