Are there any guidelines or standards that speak to limiting LOE tasks when
developing a schedule? Is there a threshold for LOE tasks in the schedule?

Waddle,
Normally this is dictated by contract or corporate policy. For lack of
any other criteria, LOE should be a very small percentage (e.g. 5-10%)
of the whole project, otherwise you are not going to have very accurate
planning and/or tracking.

Our customer allows 20%. However, our internal policy allows 0%. LOE is
always tracked in a separate schedule. The two schedules are combined into a
master project for reporting purposes. Internally we manage to the measured
schedule.
