login in to view file

We have an excel file that is on our network that list police
schedules.

Is there a way for me in front page to allow a log in screen where
people that pass the log in are allowed to view this file and make
changes?

Is there any other way you can think of to allow access to a file via
my web browser if I am sitting at home and need to modify the file?

Also, there will be people that will need to VIEW this file as well.

Perhaps it may change and not be an EXCEL file, but none-the-less are
there ways to do this?
