Yep, contact Dell. Microsoft do not, will not and cannot assist with OEM
installations. The OEM is responsible for all support, including media and
installation IDs.

Three years ago I purchased Publisher 2000. I have lost
the jewel case that had the product key on the back. Now
I have loaded it onto a new pc and when I try to download
a file it requires the key. What can I do?

If you properly registered your copy of Publisher, you may be able to get it
from Microsoft:

I suppose I don't need to remind you that unless you have two Publisher
licenses, it is illegal to install Publisher on more than one desktop
computer, or more than one laptop computer.

When I bought a Dell laptop last year, it came with disks for the
installed software, and the product keys were on the packaging for the
disks. As I recall, although disks for Office and Publisher came in
the same folder, there were separate product keys for them -- i.e.,
the Office key did not cover Publisher. Unless Dell has changed its
procedures, you should have these disks and packaging too.
