Lost Publisher Shortcut

I have installed in the past Microsoft Office and I'm able to view the
shortcuts and start all other programs other than Publisher. The only way I
can start Publisher is by opening an existing Publisher file. How do I get
the Publisher shortcut back so I can start with a blank document?

The Publisher program is in a folder similar to this:
"C:\Program Files\Microsoft Office\OFFICE11\MSPUB.EXE" Select the MSPub.exe and
drag it to your desktop. You can drag it to the Quick Launch toolbar as well.

Publisher 2007 is in the Office 12 folder.
