Lowering kilobytes in a photo, to on a website; the program I have to use is
Microsoft Office Picture Manager; I used to be able to do something like it
in Windows Picture and Fax Viewer, but the photo I guess isn't showing up,
when I saved it to open with Windows Picture and Fax Viewer, so I chose it to
open with Microsoft Office Picture Manager instead.

Are you saying the Windows Picture & Fax Viewer isn't working?
Do this:
Start, run, input
regsvr32 shimgvw.dll

It worked, thank you. Now what about Adobe Photoshop; I downloaded a try out,
but when I tried to access it on my computer, it said it couldn't open due to
lacking file, (iaccore.dll), is that on me or Adobe?

In Microsoft Picture Manager choose Export Picture {task pane on right
side}. The in the export size drop down list choose your preference Web -
Large or Web - Small. Both selections reduce the image export resolution
{hence file size}. Before exporting check the other settings in the Export
menu such as location, file name and image format. When you export, if you
choose a different location or file name, the original file will not be
changed. If you do not change either location or file name, the original
image will be replaced with the exported image.
