Macro Security Settings in Office 2003

I recently upgrade from Office XP to Office 2003.
All my security settings in Excel were automatically reset to High,
instead of Low. I was able to change this back, but it has also turned
off the 'Trust Access to VB project' option, and it won't let me turn
this back on. The option is greyed out. How do I make this option
available, so that I can enable it?
