Macros disabled message office stand 2003

I keep getting an error message on startup and exit in
office 2003 standard that the macros are disabled. The
error message is annoying. I tried enabling the macros
according to the help file but that does not work and the
message keeps comming up.
I went to the control panel-change software and checked
shared files- work from my computer but still error
message
