Mail will not Send

I am having a problem with Outlook as of yesterday my mail
will not leave my outbox. I get a time out error after a
few minutes. I am able to send a test message to myself,
but I can not send a regular email to myself. I am using
POP3 and SMTP with Outlook 2002 SP-2. I able to send
messages using Outlook Express with no problem.

The only way you can send "test" messages to yourself via mail server
(POP3 to send and SMTP to receive). Do you really have this? I'm
somewhat puzzled how you made the test work and if this is a valid test.

Check again that the POP3 and SMPT settings for Outlook are *exactly*
the same.
