mails are showing as post items in...

hi,
we have office 2003 & Exchange server 2003. all mails going to the public
are showing as post items not mail items. when i right click the public
folder property and go to the option where it says 'When posting to this
folder, use IPM.Post' there is no other option beside the IPM.Post and Forms
(No mail item!)
how can i display everything in a public folder as a mail not as a post
item?
