manage users and groups

my question is about how i can to manage my users and categories in project
web access to permit only they can see all projects that haven not finished,
because everyone can see the projects that have been 100% completed.

You can do this by creating a view where you filter out all closed projects.
Add this view to the category and remove the view from the category
which allows to see all projects.
