Managing our IT department's workload with MS Project Professional

Hello,
My organziation is a global one and currently the project
server sits in our UK office but I have limited access to
view , create and publish project plans.

I have been tasked to put together a resource management
process to enable our management team to see where and how
has any free time. I need to track both project work and
BAU ( business as usual).

Any suggestions in where I would need to start? Has anyone
used MS project in this way before ?

You can setup Project and business work processes to help with this.
However you need to keep in perspective that Project is a "project"
management tool, not a "free-time detector" tool. I think a very early
step in this new "project" would be to seek out some expert assistance
from within the company, or without, on how to work on work processes
and using Project for this.

To properly determine resource allocation and free time, you would need to
have all the IT department's tasks in a timeline or Project Server todo list
of some sort.
