manipulating page breaks in Excel 2000

Can someone tell me how to insert a page break that
remains in the same place even though the worksheets may
be printed from different printers? If I allow enough
space at the bottom of the page to allow for any sort of
printer, the page break still moves to the next page and
leaves a lot of blank space at the bottom of a page.

I know how to insert and delete page breaks; I just would
like them to stay in place and not move when I use a
different printer, or even different version of Excel.
This is for a client who apparently has different hardware
than what I have and the page breaks rarely work.
