Manual page breaks in Project not printing for all users.

I set up manual page breaks in a MS Project but when another user opens the
file, it does not recognize the breaks when it prints. I then removed all
breaks, had someone else open the same file inserted the breaks and it
worked. Then when I attempted to open the file and print, the breaks weren't
recognized. It seems like breaks are only recognized by those that inserted
them even though the breaks display on the screen.
