Markup ("Track Changes") in Outlook

Our office recently upgraded to Office 2003. None of us
can figure out how to enable markup (aka "Track Changes")
while editing an email. The help menu helpfully suggested
turning off document protection, but we cannot enable that
function either. Suggestions?
