Meeting forwarded on behalf of without delegate permission

I have an Executive that sent out a meeting notice to several required
attendees. One of the attendees forwarded the meeting notice to someone else
that was not originally scheduled by the Exec. The meeting was received as
the 'sender's name' on behalf of the 'Exec's name'. The attendee does not
have delegate permissions or 'Send on behalf of' permissions. The unintended
person then accepted the meeting and it updated back to the Executive's
originally scheduled meeting as an optional attendee.

Is this a normal function of forwarded meeting requests or is this something
that can be prevented from occurring again.
