Message encoding on Outlook 2003

When composing a new message, or forwarding a message from Outlook 2003, I
cannot change the message's encoding. Selecting Format -> Encoding shows
only 1 option Auto-Select. Is there a way to show all possible encodings,
as I had previously with Outlook 2000?

Ok, found it myself (in Help): Tools -> Options -> Mail Format ->
International Options. Clear the Auto-Select Encoding checkbox here.
