Message Handling Options greyed out

Can anyone tell me why the Email Options - Message Handling options
might be greyed out? I searched old messages and found the same query
but no replies. Any ideas please?

This is Outlook 2002 being used on a network. These options are
normally available to all users. Any help would be most appreciated.
