MICROSOFT ACCESS CAN'T LOAD THE RD FORMAT

WEB/ERROR MESSAGE READS: MICROSOFT ACCESS CAN'T LOAD THE RD FORMAT

One of our end users is now getting this error message on our corp XP
image using ACCESS 97 and Office XP without Access 2000. There are some
hits on this issue in the forums but I have not found anything of value
yet. Has anyone gotten this error or know how to address this issue??
