Yes, as long as its a "retail version" and not an "OEM version".

Did your version of Office come pre-installed on your computer when you
purchased it or did you go to an electronics store (or something like that)
and purchase it separately?

OEM versions do not have the same licenses as the "off the shelf" versions.
Read your EULA and see what it says about upgrading.

Microsoft Office XP Professional with FrontPage is an Enterprise license
only copy of Office for Corporations that was widely pirated almost before
it hit the streets. I would make sure I get a legal copy when you upgrade.

If you are looking for Microsoft Office Professional Edition 2003 and
the Business Contact Manager then it will be included in the Office
Professional Edition 2003 retail version. However, the Outlook 2003
with Business Contact Manager Update will be available in late June
and I'm not sure if it has been released yet. But if you do have
Office 2003 Professional edition then the Business Contact Manager is
available as a download or on CD.

It is currently included in Office Professional Enterprise Edition
2003 however that is only available through Volume Licensing programs

Whether or not your version of Office came preinstalled (OEM version)
is irrelevant provided you are installing the upgrade version of
Office 2003 on the same computer Office XP was originally installed
on.

For more information here is a link for the Outlook 2003 with Business
Contact Manager Update FAQ:

assistance by email can not be acknowledged.
