Download the Project Server 2007 Installation guide (to help you with
the base install) and the Project Server 2007 Migration guide. Between
those two you should be able to set up a successful migration.

If you can, you might want to consider using a separate machine to do
the upgrade - I've had some difficulty migrating the sharepoint stuff
but it may also have been due to confusion about which chapters to
read for a migration (parts are in the installation guide, parts are
in the migration guide... you start out with migration since you need
sharepoint 3, then you have a part normal installation, then it's back
to migration).

Also, if you are very new to the system and will be responsible for it
in the future, you may want to consider doing a hand migration. This
will force you to configure the new 2007 system yourself, export the
data by hand from 2003, and import it by hand into 2007.

This process, along with the Microsoft documentation and some books,
should definitely help you learn the tool.
