Misalignment of tabs

If I click in the ruler to set a tab the tab does not align up on the half
inch marks but goes slightly to the left or right of the .5 mark (this is
using the L tab format)

You have drawing objects set to snap to grid.
View>Toolbars>Drawing>Draw>Grid>Snap to Grid. Either uncheck or use
ALT+pointer to set position tabs on the ruler.
