Missing Exception List in Outlook Rules Wizard

I have Office XP 2002 and want to mark some messages in Outlook as not Spam.
The help suggests doing this through the Exception List in Rule Wizard but
either I can't find it or it doesn't exist, any suggestions?

It's the next-to-last screen of the wizard after actions and before the
screen where you give the rule a name.
