Modified Contact - send email about change

Is there a way to set a rule that will send an email to a single user when a
contact record has been edited in a public contact folder? I have found
through the folder assistant to send an email when a new contact is entered,
but want to do this same thing when a record is edited. We have several
people that can edit records in our public contact folder and we need to make
sure that our office manager is notified when there is a change.

If not, is there a way to get a report of those records that have edited
and the date?
