Modifying Outlook Message Form

We would like to add a Confidentiality Statement to teh default Outlook
Message Form. How do we go about doing this?

You wouldn't do it with a custom form. The best solution is to do it at the server. See http://www.slipstick.com/addins/content_control.htm
