This logic is ridiculous. Most people use only 15,000 words or so--so, by your logic, a spell-checker should have only the most-used words, Amazon should sell only what most people want to buy, etc.
The point is that people spend hard-earned money on hardware, software, books, training, etc., and invest in capable state-of-the-art monitors, printers, and operating systems that can easily display/print millions of colors. Why would a software program made in 2008/2009 limit a user to only 16 basic colors for highlighting? Even FREE programs offer a "customize" option for color choices.
Trying to defend OneNote's oversight is silly. It should offer the full palette of colors, period.

When using OneNote 2007, I found in "Font Color" and "Highlight" default
button have very limited color to choose. Font Color have 40 color, and
Highlight have 15.

real paper, one does not normally employe 100s of colors of pens or
highlighters. Many people on this forum have asked for more colors, and
perhaps MS will respond in a future version. MS folks do monitor the
newsgroups and pass feedback to the appropriate folks internally.
