I'm trying to find "More Settings" in Outlook. Can anyone tell me where to
find it?

Well it depends on your version of Outlook and what you are trying to do.
The only "more settings" I know of is in Account settings...

I'm using Outlook 2003 and was told to go: Tools > Accounts > Edit Accounts
and that should bring up a page with a button that says "More Settings" at
the bottom right. But when I get to Edit Accounts, there's no page with a
"More Settings" button.

Select "Change" and then there will be another dialog with "More settings"

Tools>E-mail Accounts>Next. Select the account and click Change.
